What is a local planning scheme?

The Scheme is a legal document that regulates land use activities. It provides zones for development, reserves to protect land, and residential densities that specify the volume of housing. Schemes consist of two major components; the Scheme text, which contains specific requirements for development; and Scheme Maps that direct where certain types of development can occur. Both of these can be viewed to the right of this page.

  • Development incentives to encourage investment in the CBD and suburbs.
  • Introduction of a mixed use zone.
  • Larger lot sizes in rural lifestyle zones.
  • New subdivision opportunities for existing residential land.
  • Supporting our rural town sites with increased development options.
  • Supporting the mining sector.

Why does the scheme need a review?

It is the responsibility of all WA local governments to update their planning scheme to ensure it aligns with community expectations and State government requirements. In 2015, the Western Australian Planning Commission released its Model Scheme Text (MST) which all local governments must use. The MST is a standard template to structure Schemes and provides a consistent planning framework across the State.

What will we achieve with the new Scheme?

Our community has changed over the last 23 years, though our scheme hasn’t moved along with it. In some cases, the needs of our community are not being efficiently met as our current scheme has outdated conditions and zones.

The new Scheme will introduce modern zones used across the State and new provisions to attract new development:

  • More residential zoned land for housing.

This will include more land that can be used for housing estates and more areas where you may choose to subdivide your block.

  • New industrial areas to support local business.

The City has identified more locations where industrial development can occur, so that it doesn’t impact peoples homes.

  • Development incentives to encourage investment in the CBD and suburbs.
  • We will have a dual residential code to help incentivise development south of the Kalgoorlie City Centre;
  • Development incentives city-wide, where larger developments can add to the vibrancy by providing diversity by providing public facilities;
  • Incentives to retain heritage buildings with development bonuses for the preservation of those buildings;
  • Development bonuses when different housing types are incorporated into developments;

Introduction of Town Centre zone

This will allow for the development of houses above shops in the town centres.

  • Larger lot sizes in rural lifestyle zones.

The Scheme will support residential estates with larger lots where small business and farm lifestyles can co-exist.

  • New subdivision opportunities for existing residential land.

There will be more established areas that can be subdivided for the first time and a general increase in the residential density surrounding the town centres and major road corridors. This will support development in areas that have services already established.

  • Supporting our rural town sites with increased development options.

A general “Rural Townsite” zone will be established that makes the approval of development much easier in Ora Banda and Broad Arrow.

  • Supporting the mining sector.

There will be an expanded mining safety area established east of Boulder that permits certain development; but restricts housing.

Does the Minister for Planning have to approve LPS2?

Yes, once the City of Kalgoorlie-Boulder Council has considered community consultation, the City must forward a copy to the Western Australian Planning Commission to make a recommendation to the Minister for Planning for final approval.

The City is advertising the Scheme to get your input into shaping our community. We encourage you to let us know your thoughts by completing a submission form. Your submission may be used to make amendments to the final Scheme.

Final consultation Mixed Business zone Kalgoorlie

Council has previously considered all public submissions and proposed modifications to draft Local Planning Scheme No. 2 (LPS2) and resolved to support draft LPS2 with proposed modifications in response to submissions. However, Council determined that the modifications relating to land bound by Throssell-Forrest-Lionel-Hay Streets (please refer to LPS2 Info FEB 2022 under the documents section of the page), commonly referred to as the Mixed Business zone are significant enough to undertake further consultation.

The City is requesting you to consider the proposed changes to the Kalgoorlie Mixed Business area and the introduction of the Additional Use (AU) provisions proposed. The AU provisions seek to guarantee more land uses in the Mixed Business area, to support existing businesses.
